UMA updates oracle to restrict proposal permissions and optimizes Polymarket solutions

Polymarket's oracle provider, UMA, has upgraded its oracle contract from OOV2 to MOOV2, via proposal UMIP-189. This upgrade will allow only whitelisted users to submit market solution proposals. This move aims to reduce disputes and improve market efficiency, particularly in non-contentious markets such as sports and crypto prices. The new contract has been tested on the Polygon mainnet and is expected to be gradually migrated to production environments.
