Solana's Alpenglow proposal passed, reducing block finality time to 150 milliseconds

Solana's SIMD-0326 Alpenglow proposal has been voted through. Alpenglow aims to reduce block finality time from 12.8 seconds to nearly 150 milliseconds. The voting rules reportedly require a two-thirds majority (yes + no) of the total votes to pass.
