A whale/institution bought 10,000 ETH again through OTC bottom fishing

After clearing their positions at an average price of $4,458 at the beginning of the month, "whales/institutions that have made a profit of $93.74 million through ETH fluctuations" started buying ETH at the bottom through OTC again today: they transferred 39.87 million USDC to Wintermute 8 hours ago, and then withdrew 10,000 ETH at a purchase price of $3,987.
