Some of the content touches upon the core conflict between the U.S. Department of Defense and the non-profit organization Anthropic, stemming from the latter's technology being used in the military field. Several sources involved in the policy discussions, who requested anonymity, stated that the draft memorandum has been in development for several months. The draft urges U.S. government agencies to use multiple AI service providers to avoid security risks arising from reliance on a single supplier. The sources also stated that the memorandum requires all AI companies contracted with the U.S. Department of Defense to commit to not interfering with the military command structure, and that the final decision-making authority for military affairs rests with the President.
