This bill aims to establish a federal regulatory framework for the crypto market, clarifying the jurisdiction of the SEC and CFTC. It passed the House of Representatives in July 2025 with 294 votes and is currently stuck in the Senate Banking Committee's review stage. Thorn analyzed that if the Democrats regain control of the Senate, former Senator Sherrod Brown may return to head the Banking Committee; if Brown loses his seat in Ohio but the Democrats retain control of the Senate, the committee may be taken over by Elizabeth Warren.
