Washington has so far only agreed to unfreeze 25% of Iran's funds according to a phased timetable. Tehran has demanded the US unfreeze all funds. Iran's revised proposal calls for a permanent end to the war, the lifting of sanctions, and the reopening of the Strait of Hormuz. Tehran will discuss the nuclear issue at a later stage.
