The bill also protects users' self-custody rights, allows individuals to freely use digital assets for legitimate transactions, and restricts discriminatory regulations targeting crypto mining and node operations. The bill further clarifies that crypto payments cannot be used as a standalone basis for additional tax assessments. According to the state's fiscal impact statement, the bill is not expected to have a significant impact on existing fiscal operations.
