He faced a dilemma: on the one hand, he understood that Netanyahu was unlikely to ignore Iran's missile attack; on the other hand, he worried that this cycle of retaliation could escalate into a full-scale war. Netanyahu's logic was that not retaliating against Iran would send a signal that Iran had the upper hand and could deter the US and Israel from military action. At the end of the call where Trump urged Netanyahu not to retaliate, the latter had not made a clear decision. Some US officials involved in the call believed that Trump had successfully bought more time. However, Netanyahu believed that while Trump opposed retaliatory strikes, "this was not a clear 'don't do it' statement."
