Sources say that while acknowledging the additional costs, these countries demand that Iran and Oman not discriminate based on ship nationality when charging fees, and are pushing for the formation of an international maritime coalition to clear mines. The United States and several Gulf Arab countries still publicly insist that Iran and Oman have no right to charge any fees for navigation, citing reasons including compliance with international maritime law and preventing a precedent for other countries to follow. Oman, for its part, is using the Malacca Strait toll and security fund as a reference model, seeking to balance meeting Iran's demands with maintaining global shipping stability.
